Selection of 2025 officers The council nominated and elected Gerard Judes as mayor and Emily Sanbor as vice mayor for one-year terms beginning with the first regular meeting in December. The nominations were moved and seconded and approved on a voice vote.
Consent calendar and item 8E The council approved the consent calendar, including item 8E. Council members thanked staff for continuing to seek funds for the Copeland Creek retention basin; one council member characterized the measure as bringing "half a million dollars" closer to the project.
Naming of Water Tank 8 Council considered a public hearing and staff recommendation to name municipal Water Tank 8 after retired city manager Darren Jenkins, who championed the elevated tank and helped the city secure the hill site. Jenkins spoke and suggested trail signage; the council moved, seconded and approved the naming on a unanimous voice vote.
Employment agreement: Public Safety Director The council adopted the fourth amendment to the employment agreement for Public Safety Director Timothy S. Matos. Staff's report described a base salary of $248,200, a cost-of-living adjustment effective Jan. 1, 2025 that would raise the base salary to $255,600, an increase of 50 hours to the annual leave accrual cap (bringing the total annual leave credits to 600 hours), and participation in what staff described as the "kelper safety plan in the 3% at 55" program. The council approved the amendment unanimously; Matos thanked the council and said he plans to continue serving.
