Public commenter says recent detentions show flaws in immigration enforcement affecting Wheeling residents

Public commenter Jennifer Albonce Caner told the Village of Wheeling Board on April 6 that recent local immigration enforcement actions have caused serious hardship for residents and their families.

Caner said one Wheeling resident who holds a valid work permit was detained at O'Hare Airport after agents alleged his address did not match immigration records, even though she said the family had been in ongoing communication with immigration officials and that the agency had the correct address. "This raises serious concerns," she said, adding that the detention led to financial strain and emotional trauma for the family.

She also described a separate case of an individual detained while en route to a traffic-court appearance, which prevented that person from attending the hearing and, according to Caner, led to failure-to-appear warrants. "These practices disproportionately impact individuals with no criminal history and raise serious concerns about fairness and due process," she said.

Caner said she and a team were assisting a resident who had been granted bond after more than five months in detention and that they planned to meet him when he is released. She urged the board to consider the human impact of enforcement practices and to support affected families.

The board did not provide an extended response on the record during the public-comment period; Clerk Brady and trustees moved on to staff reports and the business agenda after Caner's remarks. The village meeting continued with staff announcements and several agenda votes later that evening.

The board convened into executive session on pending litigation at the end of the meeting; no further public discussion of the enforcement examples recorded in Caner's comments appears in the transcript.
