The board also approved contracts for Golden Triangle work, awarding contract A to Miller Yount Paving Inc. for $521,856 and contract B to Shelly & Sands Inc. for $276,001.76; the agenda also lists a contract with AP O'Horan Company for contract C (amount in the transcript was unclear).
Julie Green of the Trumbull County Planning Commission described the project's long planning timeline, saying, "This particular grant...began in 2021 and we received the award in 2022," and credited a regional coalition — including Howland Township, the City of Warren, the county engineer's office and the commissioners — for bringing the projects forward.
Commissioners stressed the projects' economic-development rationale. One commissioner noted the concentration of businesses in the Golden Triangle and observed that "over 200 trucks use those routes daily," saying the road upgrades will help retain and attract high‑paying skilled jobs. Votes on the contracts were recorded as unanimous.
