Mr. Brown briefed the committee on two small restricted funds that council could program for resident services. He said the Indigent Drivers Alcohol Fund carries $1,133 and the opioid-settlement fund carries $13,206.
"We are currently in the process of looking at eligible uses for these funds," Mr. Brown said, citing common municipal uses such as paying outstanding fines or fees that prevent license renewal, assisting reinstatement fees, and covering certain court-related costs. He said he had reached out to Hamilton County senior program manager April Gallegly, who is assigned to manage HUD programs and participates in the local Addiction Response Coalition, to consult on successful examples from other communities.
Council members discussed potential eligible activities the One Ohio toolkit lists (prevention education, treatment and other community supports) and agreed staff should develop program options and a timeline. Mr. Brown said he expects at least an initial update on program creation at the next finance committee meeting; staff cautioned that the funds are modest and would be allocated to targeted activities rather than large-scale programs.
Next steps include a scheduled meeting with the county program manager to determine eligible expenditures and a return to the finance committee with recommended program rules and an implementation schedule.
