Montebello planning commission approves Old Dominion truck maintenance site plan on South Maple Avenue

The Montebello Planning Commission on April 7 approved a site-plan review to build a 19,432-square-foot truck maintenance building for Old Dominion Freight Line at 1015 and 1025 South Maple Avenue.
Staff told the commission the project would merge two parcels (currently about 37,763 and 37,295 square feet) into a roughly 75,058-square-foot site and demolish existing structures before construction. The proposed two-story facility would include a 13,990-square-foot first floor with tractor wash and maintenance bays, a 5,442-square-foot mezzanine, roughly 10 sectional doors, and a maximum height of 31 feet. Staff said the project requires 26 parking spaces under Montebello Municipal Code Chapter 1752 and that the plan provides 32 spaces, including ADA stalls and truck accommodations. The project was filed on Sept. 29, 2025, the lot-merger application was submitted Nov. 10, 2025, and the public hearing notice was mailed to nearby owners and published in the Montebello News on March 26, 2026.
"Staff recommends that the Planning Commission adopt Resolution No. 09-26 approving the site-plan review with conditions to allow the construction of a new 19,432-square-foot industrial building," the staff presenter said, and also reported that the project is exempt from CEQA pursuant to Section 15332 (infill development).
Doug Watsel, Old Dominion Freight Line's West Coast real estate representative, told the commission the new shop will support the nearby ODFL facility and reduce on-site congestion. He said the site will typically host about 10–15 trucks a day from the main ODFL location roughly 0.3 miles away and estimated the new facility could create about 10 to 30 jobs over the coming years. "It will be the nicest looking shop and truck facility that you've seen. I promise you that," Watsel said.
Commission members asked questions about the 5,000-square-foot threshold that triggered the site-plan review and otherwise remarked that ODFL has been a long-term presence in Montebello and that the proposal appears consistent with surrounding manufacturing uses.
A motion to approve the site plan with the staff recommendations, including the environmental finding, was moved and seconded and carried on a roll call that recorded three affirmative votes; the transcript records the motion as passing.
Next steps noted in the presentation include completing the required lot merger through the building department during plan check, and obtaining planning and building approvals before construction begins. The staff presentation and applicant remarks comprised the substance of the public hearing; staff reported no written or in-person public comments on the item.
