City staff explained the financial assumptions behind the deal and warned that, if the city27s revenue picture remained unchanged, the fire fund could face a potential $4.5 million shortfall by the end of the contract term. The Interim City Manager said options to cover a shortfall include pursuing additional revenue (for example, increasing the fire sales tax to the statutory 1% after voter approval), operational changes that would reduce overtime, or slowing certain capital expenditures (such as delaying apparatus purchases). Staff emphasized the city is required to present a balanced budget and would need to identify measures if the projected deficit materializes.
Fire Chief Walker appeared at the council27s request to describe operational impacts and confirmed the department has reduced overtime and has a vehicle‑replacement plan; chief said some capital purchases could be deferred if necessary without immediate service disruptions.
Council members expressed appreciation for the bargaining process and accepted staff27s contingency plans. After discussion the council approved the consent agenda motion to adopt the agreement; the clerk recorded the item as passing 7-0.
Next steps: city finance staff will monitor fire‑fund revenues and bring options to the council if additional measures are required to maintain a balanced budget.
