Seneca County commissioners approve transfers for foster care, jail upgrades and CDBG advance

The Seneca County Board of Commissioners on April 7 approved a package of supplemental appropriations and multiple resolutions to move county funds for foster-care placements, jail-related capital work and community development activity.
County staff presented a list of supplemental appropriations and transfers that included a $100,000 transfer to the children’s services fund for foster-care placements, a $58,278 transfer to the county capital projects fund (account 1215) to move jail stipend dollars into capital lines, and a $24,000 fund advance from the general fund to the Community Development Block Grant (CDBG) fund to allow purchase orders and early payments on homelessness-related work. The board voted unanimously to approve the supplemental appropriations as presented. “I’ll make a motion we approve supplemental appropriations as presented,” a commissioner said before the unanimous roll-call vote.
The board adopted separate resolutions that reflect those approvals. A resolution authorized the $24,000 advance to the CDBG fund so staff can begin drawdowns and payments; another authorized the $58,278 transfer into the county capital projects equipment line; and a resolution moved $100,000 into the children’s services fund to cover foster-care placements.
On procurement and capital work, commissioners approved a $51,658.85 quote from Commercial Carpet and Tile to replace flooring at the county women’s facility; the vendor was the lowest of three bidders and had previously done work at the male facility. The board also accepted the sheriff’s recommendation and awarded the Seneca County Jail door control system retrofit to Security Automation Systems; the figure discussed in the meeting was about $112,000, and staff noted grant funds will offset part of the cost.
Commissioners also passed routine and operational resolutions, including approval of the ODOT 2026 road salt contract for the county engineer’s office and a resolution to terminate the county’s service agreement with Health Services Integration, Inc. (HSI), effective Oct. 1, 2026, following a request from EMS; staff indicated the county plans to move to a new provider and that a 90‑day notice is required.
County staff briefed the board on March financials — March revenues were about $4.3 million with approximately $1.8–$1.9 million from real‑estate taxes and March expenses near $2.3 million — and noted an expected backlog of ICE jail housing revenue (roughly $500,000) that has been delayed in federal processing but is expected to remit to the county when federal payments are cleared.
All roll-call votes for the listed appropriations and resolutions were recorded as unanimous approval by the three commissioners present at the meeting. The resolutions approved at the April 7 meeting establish the transfers and procurements described above; several actions (bidding, grant reconciliation and CDBG drawdowns) remain subject to subsequent administrative steps.
