Planning Commission consolidates input on charter review, appoints commissioner to represent commission

The Planning Commission voted April 8 to consolidate and forward its comments on the city's charter revision process and to appoint a commissioner to present those comments to the charter review subcommittee.

Staff summarized requests gathered from commissioners, including: consideration of whether the charter should better describe the planning commission's structure (size, qualifications and diversity of experience), clarify the commission's powers and duties (including contemporary references to environmental review/S E Q A processes), modernize public noticing methods (email/push notifications and online access rather than only paper postings), and include mechanisms for periodic charter review and "future‑proofing" on technology and governance topics.

Commissioners asked that the commission's role as a quasi‑judicial recommending body be explicitly described and discussed ways to increase the weight of unanimous planning‑commission decisions in council appeal reviews (for example, by requiring stronger council majorities to overturn unanimous commission actions or remanding decisions rather than vacating). They also proposed a clearer pathway for the commission to raise proactive, technology‑oriented policy items (autonomous vehicles, telecommunications, delivery robots and data‑center resilience) to council for study.

By consensus the commission directed staff to consolidate written comments and appointed Commissioner Cheruru to present the Planning Commission's consolidated input at an April 16 charter subcommittee meeting. Staff will circulate the written consolidation to commissioners before the subcommittee meeting.
