Owner‑applicant Nate Meyer presented a proposal for a detached 15×38 carriage‑style garage at 5510 North Branch Avenue in the Seminole Heights Historic District (ARC‑26‑0000085). Meyer described measures to protect a nearby tree (15‑foot protection radius), including air‑spading and pier foundations to span roots, and showed elevations with exposed rafter tails, horizontal lap siding to match the house, and a proposed carriage‑style (Clopay‑type) overhead garage door with divided lites.
Staff found the project conditionally consistent with the district guidelines but suggested breaking up large wall planes (windows or a band board) and providing full trim and installation details. Commissioners expressed mixed views: several said the scale and simple form are compatible given the alley location, while Commissioner Carole Post called the proposal “out of place” and said it created an inconsistent look for the district.
Commissioner Tim Jones moved to approve the certificate of appropriateness with conditions: final garage‑door specifications, siding and bracket details, a material palette submittal, a granite‑curb detail for the apron, gable‑vent details, and that the applicant work with staff to explore adding vents, a band board or windows to break up the wall plane. The motion also asked the applicant to coordinate fence alignment and mechanical screening. Elena Paras Ketchum seconded the motion. The commission approved the project 6–1 (Carole Post opposed).
Conditions require the applicant to submit final trim and window installation details if windows are added, coordinate the fence and curb details with staff, and implement piered foundation details and arborist recommendations for tree protection. Staff will confirm compliance administratively during permitting.
Next steps: applicant to provide detailed material, trim and garage‑door specifications and tree‑protection implementation plan; staff to review and confirm compliance during permit review.
