Memorial Park expansion clears county review, awaits State Highway approval before RFP

Lena, a parks staff member, told the Tonnie Town Athletic Association and the Parks & Recreation Advisory Board that the Memorial Park expansion has received county-level approval for the forest conservation plan and landscaping and that revised site plans have been resubmitted to the State Highway Administration (SHA).
She said SHA requested additional hydrology measurements and wanted to see how stormwater from the required sidewalk on the proposed connector road would be treated within the highway right-of-way. Because the connector road strip is narrow, staff and the project engineer proposed piping the stormwater along the connector road to the expansion project’s stormwater area; SHA accepted that approach and staff expects a review letter within the agency’s 30-day window.
“If SHA signs off on what they asked to be changed, we’ll get their letter and then can move to planning commission approval, convey the forest‑conservation easement deeds to the county and release an RFP,” Lena said. She added that the project team hopes to award the construction contract and begin work by the end of spring if reviews proceed without delay.
On construction readiness, Lena said Morton Buildings confirmed the shell retained a rough‑in for an ice machine and that counters, a utility sink and other hookups are roughed in; the building will be a “blank canvas” for appliances once the contractor preps the site. The board also discussed locating coded door locks on the new building to avoid key-management issues and to allow distinct access codes for the city, public works and association leaders.
Next steps cited by staff: await SHA’s written review, secure planning-commission approval, record required easement deeds with the county and issue an RFP for the construction contract.
