The Bloomington Historic Preservation Commission voted April 9 to adopt a resolution updating its rules and procedures and approved language reflecting earlier Title Two changes. Commissioners and staff also discussed outstanding questions about how the commission should treat continuances when petitioners do not appear and whether the 30‑day approval clock should be tolled only with petitioner agreement.
Commissioners praised the housekeeping and clarity in the proposed amendments but asked staff and counsel to return with focused language about continuations and the effect on the statutory 30‑day clock. Several commissioners said they favored making sure petitioners are heard and that continuances be clear on whether an item is denied with or without prejudice, or placed on a future agenda with the petitioner’s agreement.
Commissioner Golden moved to approve the resolution and Treasurer Butler seconded. On roll call the commission approved the amendment unanimously. Staff said it will update the posted rules and draft additional language to address petitioner absence and the mechanics of tolling the 30‑day clock for a future vote.
Separately, staff announced upcoming outreach: an April 30 air‑sealing and weatherization workshop and a May 20 presentation on historic rehabilitation tax credits. Staff also said Monroe County GIS will add a local historic district overlay to property report cards to help owners identify designation status.
