Ceres approves second phase of sidewalk evaluation and clarifies homeowner responsibility under state code

The Ceres City Council approved a resolution to advance the second phase of a sidewalk evaluation and repair program covering an additional 30 miles, authorizing staff to proceed with prioritized repairs and to return with future phases.

Public Works staff said the first 30-mile evaluation addressed the initial phase and that the new phase lists priority sidewalks previously identified; the 2023–24 budget included $700,000 toward the program and the council can expect further agenda items that expand repairs using remaining funds.

Residents asked whether homeowners are financially responsible for repairs caused by tree roots or subsidence. Staff referenced the Streets and Highways Code and said that, generally, property owners are responsible for their frontage; staff also acknowledged financial hardship and said city programs are available to help straighten sidewalks where appropriate. Council and staff explained that repairs for sunken sidewalks due to soil failure typically require removal and replacement and that tree removal may be necessary in some cases.

The council voted in favor of the resolution to proceed with item 8 on a roll-call vote recorded at the meeting.

Next steps: staff will refine the list of priority blocks for repair, provide additional details on funding allocations and notify residents about potential removal, replacement or tree mitigation work as the program advances.
