Ceres approves extra contingency and funding share for regional fire training tower

The Ceres City Council on Nov. 25 approved accepting partner contributions and appropriating additional contingency funds for a regional fire training “tactical tower” at Station 17, a project staff said will be used by multiple area agencies to train firefighters.

Council member Martinez moved to approve the acceptance and appropriation of partner funding and a $131,350 contingency; the motion passed on a roll-call vote with Council member Casey voting no, Council member Vieira abstaining and Martinez, Vice Mayor Sila and Mayor Lopez voting yes.

Why it mattered: staff told the council the city is already under contract with a builder and that rejecting the contingency now could leave the city liable for the project cost. The chief described the tower as an operational training asset that replicates real incident environments and benefits both Ceres personnel and neighboring agencies.

What council and the public said: resident John Warren said the city should not subsidize training for other agencies and suggested outside agencies should pay to use city property. Council members pressed staff on whether partner agencies would cover contingency costs if needed; staff said they would seek partners’ fair-share contributions for any contingency expenditures.

Budget and next steps: staff said some contingency and maintenance costs will be budgeted into future years and that partner agencies contribute to upkeep. The item authorizes appropriation of the funding and contingency; staff will proceed with contract obligations under the terms previously approved by the council.

The council moved into closed session later in the meeting; no further action on the tower was reported at adjournment.
