At its regular meeting the Hot Springs City Council approved a series of routine and substantive items: personnel actions grouped in two motions, approval of claims and credit-card payments, and multiple ordinance votes.
On ordinances, the council passed the second reading of Ordinance 1281 (revising Title 9, streets and sidewalks contractor/trenching requirements) by roll call (recorded yes votes from council members present). The council also passed the second reading of Ordinance 1282 (revising Title 11, business regulations and contractor valuation/insurance requirements). Ordinance 1286 (revising Title 7, traffic and recreational-vehicle authority) passed first reading after debate about enforcement windows and the discretion of the street superintendent and police chief; one council member recorded a no vote on the first reading.
On resolutions, the council authorized Resolution 2026-13, approving application for a South Dakota Recreational Trails Program grant to support reconstruction of downtown historic staircases (city staff estimated a $214,924 city share for all three staircases). Councilors discussed prioritization (Episcopal-church stairs first) and funding sources, and voted to authorize the grant application. The council also amended the fee resolution to add a rolloff program for small nuisance cleanups and approved a set of procurement, merchant-processing and phone-system actions intended to reduce operating costs.
Motions on personnel actions and travel/training requests were approved by roll call. Several routine claims and minutes were approved earlier in the meeting.
