ABC Unified board approves policies, enrichment contracts and a WestEd grant pilot

The ABC Unified School District board approved multiple policy updates, program contracts and a grant‑funded pilot at its Dec. 17 meeting.
The board adopted the 2025 board-meeting calendar and approved revised bylaw 9323 (meeting conduct). Trustees also approved a new Local Control and Accountability Plan policy and approved an amendment—moved by Board Member Leticia Mendoza and adopted by the board—stating that "the district will provide translations at our meetings" when needed to solicit public input.
Administrative actions approved included revisions to Board Policy 1340 (access to district records), and the creation of a new position, Coordinator of Transportation, with an annual salary listed on the management confidential schedule.
Program approvals included contracts for enrichment offerings in the ABC Excels program: Conga Kids (dance enrichment) and I Cook Inc. (culinary enrichment), both to run during the 2024–25 school year. Dr. Castro said culinary classes will emphasize no‑bake, age‑appropriate recipes for younger students and that the district has pathways for high-school culinary through regional partnerships.
The board also authorized adult-school externship sites for dental assisting, professional learning for special-education staff provided by NCS Pearson, and a memorandum of understanding with WestEd to pilot an expository reading and writing curriculum at Artia High School. The WestEd MOU brings $25,000 in grant funds to support teacher training, assessments and data monitoring through 2029, Dr. Castro said.
Finally, the board approved adoption of updated AP textbooks for U.S. history and AP English courses for the 2025–26 school year; one trustee abstained due to lack of time to review the materials.
What’s next: District staff will implement the approved contracts and report back on LCAP public‑hearing translation implementation and the WestEd pilot outcomes as the projects proceed.
