Market staff report vendor counts, new invoicing and launch an RFP for market visioning

Market staff updated the Parks & Market Advisory Committee on vendor applications, inspections, a new invoicing system and an RFP for a market visioning process at the March 19 meeting.
Vendor counts and inspections: Staff reported 69 annual vendors and 32 daily vendors have applied or re-applied for the 2026 season and that 56 new vendor applications have been received as of the meeting. Staff noted that food-establishment and MDAR licenses expire at the end of April and that Market staff are collecting renewed licenses before vendors are allowed to operate. "All new vendors need to be inspected," public commenter Debbie Marx said during the first public comment period; Tyler, a market staff member who will perform inspections, said, "I'm going to officially start doing some of my inspections" and described inspecting both written documentation and on-site production to ensure vendors sell what they represent.
Invoicing (Logos) and payments: Staff described a city transition to the Logos cash-out and invoicing system. Vendors already have accounts and will be able to pay online; staff will be able to edit invoices in real time, a change staff said will reduce delays previously caused by routing edits through finance. Annual vendors must pay stall and parking fees by June 30.
Market visioning RFP: Parks issued RFP No. 2618 on Feb. 20 requesting proposals for a consultant to lead a 12-month community engagement and visioning process for the market. Proposals are due April 8 at 2 p.m. Eastern; staff expect to convene a selection committee in April, may interview finalists, and hope to have a contract in place for summer engagement. The chosen consultant will be asked to develop three to five design options with cost and benefit summaries; staff aim for a final report by August 2027.
Other updates: Staff reported plans for food-truck rallies (approximately 10–11 businesses per event), ongoing musician bookings including a returning performance by the Ann Arbor Symphony Orchestra with a SNAP/EBT free-ticket program, and outreach to nearby new residents (a voucher program giving a $5 market token to new tower residents).
