At its March 31 meeting, the Modesto City Schools Board approved a packet of land-use and financing actions, including a public-utility easement to Modesto Irrigation District and two general obligation bond resolutions to finance school facilities.
Property conveyance: Staff opened and closed a public hearing on dedicating a roughly 1,156-square-foot easement at Elliott Alternative Education Center to Modesto Irrigation District so MID can install and maintain electrical transformers to serve two new buildings. Mr Zley told trustees MID will maintain the infrastructure and that “there is no financial impact in dedicating the easement to MID.” The board adopted Resolution 2425 D38 to dedicate the easement; the motion carried unanimously with one board member absent.
Bond authorizations: The board also adopted Resolution 24-25-4 authorizing the issuance and sale of up to $30 million of general obligation bonds (Series A) for the Elementary District under the 2024 voter authorization, and Resolution 2425 D41 authorizing issuance of Series B general obligation bonds for the High School District pursuant to the 2022 voter authorization. Staff noted bond counsel, financial advisers, and underwriters were present; the board thanked the bond team and approved both resolutions unanimously with one absent.
Votes at a glance: - Consent agenda: motion carried unanimously with one absent. - Resolution 2425 D38 (easement): approved unanimously with one absent. - Resolution 24-25-4 (Elementary District Series A bonds, up to $30M): approved unanimously with one absent. - Resolution 2425 D41 (High School District Series B bonds): approved unanimously with one absent.
Why it matters: The easement allows necessary power infrastructure for new buildings at an alternative education campus; the bond authorizations fund construction and improvement projects across the districts as authorized by recent voter measures.
What’s next: District staff and bond counsel will proceed with the conveyance steps and bond issuance processes described in the adopted resolutions.
