Albany County will cover $20,000 deductible and awards fairgrounds roof contract to Windfall Roofing

The Albany County Board of Commissioners voted to cover a $20,000 insurance deductible and approved a notice of award to Windfall Roofing and Exteriors for replacement of the multi‑purpose building roof at the Alb County Fairgrounds.

County staff said the contractor’s bid was in the roughly $183,000 range and that the insurer’s deductible on the claim is $20,000. “The deductible is $20,000,” Jennifer, filling in for Taylor, told commissioners, adding that change orders could push the deductible higher if the total contract exceeds $200,000 and that any such changes would be reviewed with the county’s engineers and insurance before approval.

Commissioners discussed the uncertainty that comes from removing existing roofing materials. Staff said the contract will require the contractor to pause after stripping the roof so engineers can inspect the underlying metal structure and insulation for hidden damage before any extra work is authorized.

A commissioner moved that the county cover the $20,000 deductible for the fairgrounds roof project; the motion carried unanimously. The board then approved the notice of award to Windfall Roofing and Exteriors and preapproved contracting consistent with the notice of award so materials can be ordered promptly.

The board asked staff to bring any change‑order requests to the commission for review if they would change the contract price materially. The county also directed that engineer Jake (referenced in staff remarks) perform on‑site inspections before insurance or the board approves additional expenditures.
