Cumberland County details HUD five-year consolidated plan goals at Hope Mills meeting

Emanuel said the plan covers July 1 through June 30 of the fiscal cycle and that FY25–26 measurable goals include building 20 new homes, rehabilitating 22 homes, assisting 750 households with homelessness prevention, providing supportive services to 1,000 people, offering down-payment assistance for low- and moderate-income first-time buyers, and providing business support to 25 businesses to create or retain 25 jobs. He reported that in FY24 community development assisted four homeowners in Hope Mills with housing rehab, totaling $211,539 (an average of $52,884 per household).
The presenter emphasized that these programs are dependent on funding availability and encouraged residents to apply when eligible. He also announced a new county voucher program that adds $250,000 for rental and utility assistance and transportation supports such as bus passes for families struggling to reach resources.
Board members asked about application procedures and when electronic applications will be available; Emanuel said applications were still paper-based for now but staff are working to introduce online forms and QR-code materials. He said the consolidated-plan document and performance measures will be posted on the county website and that staff will share outreach materials with the town.
Why it matters: The consolidated plan dictates how federal funds will be used to address housing, infrastructure and homelessness countywide. Hope Mills residents are direct beneficiaries of several programs described.
