Board members received detailed architect updates during the finance and facilities committee reports on Dec. 12, 2024. The committee presented three cost scenarios for the GL press box (standard replacement, container-with-storage options and a higher-spec rebuild) and said site, electrical and permitting work may be required for some options.
The architect team also reported on roofing projects (construction documents prepared and bids planned before year-end) covering Columbia and Woodruff schools, and on electrical-panel replacements that may require summer 2025 work. Architects noted field-lighting options for Governor Livingston High School and said the electrical-upgrade RFP will include lighting as an option so bids will show pricing for the lights separately.
The district has access to a $60,000 grant that may be applied toward the press-box project once scope is confirmed. Committee members said two of three major projects (the press box and a locker-room solution) may be achievable without a full referendum, but that many of the items under discussion likely exceed what can be covered in the annual operating budget. The architects recommended completing a full facilities audit and demographic study to identify and prioritize projects; they recommended the board aim to decide whether to place a referendum on the ballot by March 2026 to align with debt-rolloff timing.
Board members asked for clarity about bid timelines, hold times, and whether the district could accept bids if the board needs more time to decide; administrators said bids typically have 60-90-day hold periods and extensions can be requested. Members also discussed possible use of cap reserve funds for the highest-priority items and the longer-term role of a referendum to fund multiple capital projects.
Next steps: Administrators will return with updated bid materials, options analysis and a proposed planning schedule; the board asked the architects to move forward with the facilities audit and to present prioritized project costs and timelines to inform any referendum planning.
