Historical Commission seeks modest funding for oral-history project

Tom Walsh, chair of the Historical Commission, and Chris Lang described a proposal from Springhouse Films to record oral histories of long-time West Chester residents this summer and complete editing before year-end. The commission aims to interview seniors with community memories and cited a favorable proposal from the filmmaker Eric Freeland, who grew up in West Chester and produced a similar project in a nearby community.
Staff said committees have a small pool within the administrative budget for boards and commissions and that requests under $5,000 can be processed without full Council appropriation; the Historical Commission would route a recommendation through Smart Growth and the work session so Council members can review the proposal. The committee agreed to place the funding recommendation on a forthcoming work-session agenda.
No formal funding decision was made at the meeting; staff indicated the administration can process requests under $5,000 from the boards-and-commissions pool and will advise on the procurement path if Council prefers to review it at Finance.
