Board approves two resolutions to abate and under-levy 2025 educational fund levy
Summary
Trustees approved two related resolutions to amend the district's 2025 levy: an abatement reducing the certified levy by about $2.6 million (holding the district rate at 4.83%) and a supplemental "under levy" certification to further keep the levy below the maximum allowed under PTEL, measures board members said would provide taxpayer relief.

On April 1 the DeKalb CUSD 428 board approved two resolutions that reduce the district's portion of the 2025 tax levy. Finance staff explained that the first resolution abates roughly $2.6 million from the adopted December levy to hold the district share at a 4.83% rate; staff said the change helps reduce what residents would otherwise pay when property values increase. A second, related resolution certifies a supplemental under-levy to keep the levy below the maximum permitted under Illinois's PTEL (Property Tax Extension Limitation Law).
Board members discussed transparency for taxpayers and the timing constraints: county deadlines required near-term submission. Trustees said the measures were intended to provide relief after large tax increases from property appreciation and the board approved both resolutions by roll call.
