Tulare County Board approves diminishment of Visalia agricultural preserve

The Tulare County Board of Supervisors voted unanimously April 7 to approve PAD 26-001, diminishing agricultural preserve No. 293 for a three-parcel site totaling roughly 279 acres in Visalia.
Aaron Bach, assistant director with the county’s Resource Management Agency, told the board the request covers parcels at the northeast corner of North Kelsey Street and West Riggin Avenue and that the procedural requirements of the Williamson Act had been satisfied. “The procedural requirements to diminish the agricultural preserve under the Williamson Act have been complied with as of today,” Bach said.
Bach explained that a notice of non-renewal and a tentative cancellation of a conservation contract were filed in 2022 and that LAFCO had approved annexation of the property into the City of Visalia. After no members of the public testified at the hearing, Supervisor McCarty moved approval and Supervisor Townsend seconded; the motion passed 5-0.
The board’s action formally removes the subject acreage from agricultural preserve No. 293 and authorizes staff to finalize related documents. County staff said the diminishment is consistent with the county general plan and with Williamson Act rules as presented to the board.
The board did not receive public opposition at the hearing; no conditions or amendments were recorded in the board motion. The county clerk will add the board’s resolution to the official record and staff will proceed with implementation steps required by state law.
