Warren County JCPC unanimously approves RFP posting for FY2025–26 funds; adopts 2025 meeting schedule

The Warren County Juvenile Crime Prevention Council voted unanimously Jan. 13 to issue a 30‑day Request for Proposals (RFP) for programs to be funded in state fiscal year 2025–26 and to adopt the council’s meeting calendar for 2025. Marion Richards, chair, opened the virtual meeting at 12:00 p.m. and confirmed a quorum.
The motion to post the RFP — made by Rev. Willie Boyd and seconded by Chris Campbell — directs staff to advertise funding priorities identified by the council’s Risk & Needs Assessment committee and to return in March for presentation, review and discussion of proposals. Eddie Crews, the Central Area Consultant, recommended the RFP be posted to the public for 30 days and that the council schedule proposal review at the March meeting.
The RFP materials in the meeting packet state an anticipated county allocation of $98,177 for FY2025–26 with a required local match of 10 percent. The materials list program types eligible for consideration including restitution/community service, mentoring, teen court, structured day, interpersonal skill building, mediation, tutoring/academic enhancement, parenting and family counseling, substance‑abuse counseling, gang intervention/prevention and gun‑violence prevention. The advertised date in the packet is Jan. 15, 2025; the application deadline is listed as Feb. 21, 2025, at 5:00 p.m. All applications must be submitted through NC ALLIES, per the instructions provided.
The council also approved the 2025 meeting calendar (seconded by Rev. Willie Boyd after a motion by Ed Hall) and approved the December 2024 minutes (motion by Rev. Willie Boyd, seconded by Edward Hall). All votes recorded in the minutes were unanimous.
Monique Hinton, JCPC administrator and meeting secretary, was identified as the staff contact for distribution of announcements and flyers to membership. The council adjourned at 12:49 p.m.; its next meeting is scheduled for Feb. 10, 2025, at the Armory Civic Center in Warrenton.
