Following a seven-day speed study on Old Stage Road, Commissioner Simpkins recommended lowering the posted speed limit from 35 mph to 30 mph. Simpkins reported that the study counted 2,299 vehicles, of which 815 exceeded the posted limit, a maximum recorded speed of 59 mph, and 85th‑percentile speeds of about 30 mph in one direction and 31 mph in the other.
"Based on the 85th, I'd recommend a 30 mph speed limit," Simpkins said. Commissioner MacLeod seconded the motion and the commission approved the proposed change by voice vote.
The transcript records the study results and the vote to change the limit; it does not include the updated traffic order text, the effective date, or any follow-up signage schedule.
