Council hears public hearing on revised TIRZ project and finance plan; no public opposition recorded

During the April 13 meeting City Manager Elizabeth Borstad summarized a revised Project and Finance Plan for Reinvestment Zone No. 1 (TIRZ). Borstad said the revised plan adds northern and southern parcels to the TIRZ boundary and reminded the council that a preliminary plan had been approved on Nov. 25, 2024. She told the council the TIRZ Board approved the modification at its April 6, 2026 meeting.
Mayor Aaron Smith opened the public hearing; no members of the public spoke. The hearing was closed, and the item was presented to council as a first reading of an ordinance to approve the final TIRZ project and finance plan and to add the identified parcels to the zone boundaries.
No formal vote on final adoption occurred at the meeting; the matter was presented for first reading and is scheduled to return for further consideration. The revised plan, as described by staff, will guide tax‑increment project investments and financing if the council approves the ordinance in a future session.
