Wheeling council approves multiple ordinances totaling about $1.6 million for roofs, parking, vehicles and equipment

- A $518,900 contract with Lombardi Development for stair-tower elevator upgrades at the 10th Street Parking Garage (funded from regular RCIP and 10th Street Parking Garage R&R).
- Purchase approvals and rentals for water-utility operations: $96,740 for a 2026 Ford F-350 from Waltz Wind and Ford Inc.; $36,822.79 for a Kubota tractor from Lashley Tractor Sales; $28,966.02 with Mobile Solid Solutions for dewatering of a primary clarifier; and a $40,000 rental agreement with Esma Corp for a screw press system (January and February 2026) charged to the Water Pollution Control Division.
- An authorization to transfer up to $80,000 from the wireless cell-tower escrow account to the regular RCIP fund.
- A $104,800 contract with EdgeCo for abatement and demolition (to be reimbursed by a West Virginia D-LAP grant) and a $19,992 procurement with Wheeling Office Supply for finance-department furniture (the furniture ordinance was adopted on second reading).
All motions were approved by voice vote with no recorded opposition in the meeting transcript.
The resolutions and ordinances move forward with standard administrative follow-up; several contracts reference external grant reimbursement or spending deadlines that will affect the projects implementation schedule.
