Wheeling City Council holds public hearing on $1.12 million CDBG entitlement allocation

The Wheeling City Council on May 5 heard a presentation on the city Community Development Block Grant (CDBG) annual entitlement allocation of $1,117,470.
Nancy, a city staff member, said the proposed budget includes funding for an economic development Section 108 project on the 1400 block and citywide projects such as child-care support, the Russell Nesbitt project, YSS paving, the Fulton basketball court, Tunnel Green tennis court, Grandview pool parking-area paving and Bridge Park pool house restroom renovations. She said the total was about $14,000 less than the prior year.
"This is the CDBG annual entitlement allocation," Nancy said. "It is a $1,117,470 budget," listing the projects included.
No members of the public who had signed up attended to comment on the allocation. An attendee asked whether the hearing concerned CDBG funds; the presiding officer deferred to city staff for details.
The city solicitor clarified the council's sign-up rule, saying registration is required 15 minutes before the start of the hearing and that the rule has been followed historically: "The rules are very clear," the solicitor said, describing the sign-up window as a fixed procedural requirement.
Council concluded the public hearing and returned to the regular order of business. There was no vote on the CDBG allocation at the meeting; the presentation closed the hearing and allowed council to take subsequent action on the budget during its regular agenda process.
