Albany Park parents and teachers press CPS to use Leland site to relieve Hogan Elementary overcrowding

Parents, teachers and Local School Council representatives from Hogan Elementary told the Chicago Board of Education during public comment that the school faces ongoing overcrowding that the district has not resolved and that the Leland building (previously used by other programs) is an obvious neighborhood solution.

Speakers described multiple rounds of local advocacy, an alleged lack of transparency in a Portfolio Team memo, and survey gaps used to evaluate collocation requests. Tiffany Harvey, Hogan LSC chair, told the board the Portfolio memo "shows clear favoritism and deference to North River" and said only a small number of community members had been surveyed before a denial of Hogan—ollocation was issued. Hogan teachers and staff also described tight special-education settings and lost arts/music facilities as consequences of the space shortage.

District guidance: School leaders and parents said they want the board to actively pursue neighborhood seats and to honor past community intent for the Leland site. Board and options staff noted data collection and portfolio review processes are in place, and that any change requires facilities, capacity assessment and community engagement.

What happens next: Hogan advocates asked the board to prioritize community engagement and to place a concrete plan for Leland-utilization on the district's agenda. The options network and portfolio team will continue engagement and were urged to report back on near-term solutions at the next meeting.
