Bel Air on April 6 approved a two‑year initial contract with Passport Labs to provide parking‑citation management services and software, with automatic renewals available for up to three additional one‑year terms.
Staff said the town has used Passport for nearly 20 years and that the new contract will remain subject to cooperative purchasing rules. The per‑citation online CMP service and license fee will be $4.50 (up from $3.95) and Passport will retain 19% of collected parking‑citation revenue for its services. The contract allows Passport to apply an inflationary adjustment to fees if benchmark inflation exceeds 7% in a 12‑month period.
Staff recommended approval and said Passport will continue to host the town’s citation management system and provide an online payment portal for violators. The board approved the contract by unanimous vote.
Staff noted the town can request enhancements and that software updates may be provided at no charge when Passport rolls out systemwide improvements.
