Commissioners approve zoning and project items, table liquor transfer and accept solar project closeout

At its regular meeting, the Albany County Board of Commissioners approved a set of land-use, capital and administrative items and tabled at least one liquor-license transfer pending corrections.
Land use: Planning staff (Joe) presented the Ciserelli requests. The board unanimously approved the zoning district amendment ZDA-12-25 to change 126 Lakeside Drive from agricultural to agricultural residential and approved the conditional-use application CU-05-25 to allow a second dwelling. Staff told the board the planning commission had unanimously recommended approval and that required notices and impact analyses were on file. Commissioners asked about size limitations and short-term rental concerns; staff noted covenants at nearby Wild Horse Ranch limit short-term rentals but the county’s conditional-use approval does not itself impose owner covenants.
Liquor licenses: The board opened and closed hearings on multiple liquor-license transfers; staff reported Snowy Range Resorts had been foreclosed and the license would be relinquished and returned to the county pool. The transfer of a license from Barrett Trading Post LLC to Trading Post Centennial LLC was tabled until the March 17 meeting to allow the applicants to submit corrections requested by the state liquor commission.
Capital and grants: The board approved final acceptance of the Star Solar Panel installation at the Search and Rescue building, with a final contract cost of $137,400 and a 5% retention balance of $6,870 to be advertised for final payment to DL Electric LLC. Staff discussed tax-credit paperwork and Blue Sky grant reimbursements. The board also approved a Certified Local Government grant application to the Wyoming State Historic Preservation Office for $27,000 to rehabilitate 41 historic windows at the Lincoln Community Center; staff will prepare bids if the grant proceeds.
Administration and other business: The commissioners approved an amendment to the Bennett Law Group contract to add two attorneys after Patty Bennett’s state appointment, acknowledged a resignation from the Albany County Tourism Joint Powers Board and authorized advertising the vacancy, and approved the February vouchers. They also directed staff on a budget directive to produce conservative (flatline) spending scenarios while staff refine figures given possible state-level changes.
What happens next: Tabled liquor items will return March 17; staff will advertise solar final-payment notice, pursue Historic Preservation grant bid steps if funded, and continue budget planning.
