Residents press council on e-bikes, sidewalk conditions and animal-control enforcement

Christy Freeberg, a long-time resident and small-business owner, told council she believes the city’s animal-control enforcement has been excessively punitive in her case and asked the council to review citation and notification procedures and the escalation process. Freeberg said the enforcement actions cost her family thousands and exceeded what she expected from a routine citation process.
Another longtime resident, Chester, urged faster repairs to sidewalks and roads that pose hazards for seniors and people using mobility devices and urged the city to prioritize spot fixes and avoid long delays for concrete-street work.
City staff heard the concerns and reiterated that maintenance priorities and grant-seeking are part of the strategic plan discussion; councilors and staff said they would follow up on enforcement processes and the sidewalk inventory that staff reported earlier in the meeting.
What’s next: staff will track public-comments requests and follow up where enforcement procedures or capital priorities require changes or clarifications.
