CAFO Ramona Sajos Kafo presented a package of transfers from free cash to a set of statutory reserves (OPEB, compensated absences, workers' comp, injured-on-duty) and to address several urgent needs: $3 million to a stabilization reserve for debt service tied to two new schools and a police station, $1 million to a litigation/judgments reserve, and $4.44 million to cover a DPW snow-and-ice deficit resulting from an especially costly season.
CAFO explained that free cash is certified in the fall and that transfers made now protect the city between July 1 and certification. The committee voted to forward the full package to the council with a favorable recommendation.
The transfers, if approved by the full council, will be used to stabilize budgets, meet statutory obligations and address the snow-and-ice shortfall so the DPW can close FY26 without further operating deficits.
