American Fork council approves appointments, fee schedule updates and two service contracts

The American Fork City Council on May 12 approved a series of administrative items: an appointment to the Historic Preservation Commission, an update to the facility rental fee schedule for amphitheater and special events, amendments to the city code defining special events and an administrative review process, and two contracts to support building inspections and street-light services.
The council appointed Rick Cantrail to the Historic Preservation Commission for a term ending in 2030; the appointee was not present and council members welcomed his participation. Council members then adopted amendments to the general fee schedule for facility rentals. Staff explained the revisions clarify full-day rentals (for example, amphitheater use) and itemize additional special-event charges tied to public-safety, traffic-control and other city costs when attendance exceeds defined thresholds. Council Member Holly noted those fees are intended to make the city whole for event-related expenses rather than to generate profit.
Council also approved an ordinance amending sections 5.06.010 and 5.06.040 of the city code to refine the definition of “special event” and to create an administrative review process when a special-event permit is denied.
Two professional agreements were approved: a master services agreement with Sunrise Engineering to provide building inspection services when city staffing cannot meet state-required response times, and a professional services agreement with Infrastructure Power Group for street-light repairs, construction and maintenance. Council members said the contracts help the city remain compliant with state timelines and seek modest budget savings where possible.
Finally, the council voted to enter a closed session under Utah Code to discuss the sale or purchase of real estate and recessed to conduct that session. The meeting reconvened after the executive session was scheduled to conclude.
Votes and notes: Each administrative item was moved, seconded and recorded by roll call; council members recorded their votes in favor during the meeting. Staff emphasized public-safety and cost-recovery goals when explaining fee changes and contract awards.
