Chelsea council approves first reading of zoning text amendment to revise public-notice rules

The Chelsea City Council approved at first reading Ordinance No. 181-2023-06 on May 22, 2023, to amend sections of the zoning ordinance related to Cluster Developments Review Procedures, Site Plan Review Application Procedures, and public-notice requirements. The Planning Commission had unanimously recommended the change on May 16, 2023.
Community Development Director Adrianna Jordan presented the proposed text changes and the March 27, 2023 memo summarizing the amendments. Council voted to approve the ordinance at first reading (motion by Bill Ruddock, second by Peter Feeney); the motion passed by voice vote recorded as "All ayes." As a first reading, the ordinance will return for any required second reading or formal adoption steps consistent with the city's ordinance-adoption procedures.
The amendment updates notice procedures and aspects of site-plan and cluster-development review; the text amendment references Zoning Ordinance Sections 10.02G, 12.02 and 14.05. Staff said the item was recommended unanimously by the Planning Commission and will proceed through the city's adoption timeline.
