White Cloud council approves March expenditures, schedules May hearing on fire-protection assessment and adopts police SOPs

The City of White Cloud City Council on April 7, 2026 approved the city’s March expenditures totaling $188,531.48 and set a May 12 public hearing for the FY 2026/2027 Fire Protection Services special assessment.
At a regular meeting held at City Hall and via Zoom, Mayor Brian Miller called the meeting to order at 6:06 p.m. The council voted unanimously to adopt Resolution 2026-12 to approve payroll of $43,374.20 and payable claims of $145,157.28 for the March pay period, for a monthly total of $188,531.48. The council then adopted Resolution 2026-13 setting a public hearing on the fire-protection special assessment for May 12, 2026 at 6:00 p.m.; council members directed that notice be given.
The meeting included several personnel items recommended by the personnel committee. The council adopted the White Cloud Police Department Standard Operating Procedures, including approved verbiage changes to sections 16.2 and 9.1. The council also approved the School Resource Officer (SRO) contract and budget for FY 2026/2027. The council amended the proposed wage adjustments to provide a 2.5% cost-of-living increase across employees, with department heads and the City Manager having discretion to grant an additional 0.5–1.0% merit increase as appropriate; it also approved a 3.5% wage increase for the City Manager for FY 2026/2027.
On disciplinary records, the council approved placing a memorandum in Officer Hoover’s personnel file to nullify and clarify a reprimand dated Dec. 6, 2022, the motion noting the underlying policy had not been approved or adopted by the council. The council also approved a Memorandum of Understanding with the City of Grant to provide police officer field training services.
Cemetery committee recommendations were approved, including raising the summer grave opening fee from $475.00 to $500.00 to reflect increased excavation costs and changing the burial/DPW service cutoff hour in the Cemetery Rules and Regulations to 3:00 p.m. The council appointed Alex Bremer of Crandell Funeral Home to the Cemetery committee, replacing Curt Crandell.
The council made several committee appointments: Kay Scott was appointed to the Personnel and Water committees, and Chuck Christensen was appointed to the Compensation committee and the Marihuana Licensing Board.
The council approved a mutual aid agreement between the City of White Cloud DPW and the White Cloud Sherman Utilities Sewer Authority to establish cooperative emergency assistance for sewer and wastewater operations. Separately, the council authorized Officer Chiles to use a 2020 Ford Explorer as a take-home vehicle to respond to police, fire and medical emergencies within city limits.
During public comment, Bob Mendham provided information about the Newaygo County Sheriff’s Office road patrol millage that will appear on the May special election ballot, and Jaxon Deur announced he is running for State Representative in the 101st District.
