Montevallo Council approves $918,457 athletic fields contract, cadet bylaws and routine measures

The Montevallo City Council on April 27 unanimously approved a set of routine and capital measures, including awarding a $918,457 contract for construction of multi-use athletic fields and adopting organizational bylaws for a new Fire & Rescue cadet program.
The council voted to award the athletic-field construction contract to Specialty Turf Supply, Inc., accepting a recommendation from the Montevallo Development Cooperative District. Council Member Alyssa Green moved the award; Council Member Brandelyn Nelson seconded, and the motion passed with all present voting in favor.
Council also adopted the Montevallo Fire and Rescue Service Public Safety Cadets By-Laws and Standard Operating Procedures, a volunteer youth program governing membership, training, ride-along rules and liability waivers. Council Member David King moved adoption; Council Member Kenneth Dukes seconded; the motion passed unanimously. The adopted bylaws outline age limits, training prerequisites and ride-along safety restrictions.
Other actions taken by the council included:
- Renewing a one-year contract with H&L Outdoors for lawn maintenance of the Montevallo Cemetery at $5,866.66 per month (term: May 1, 2026–May 1, 2027). Motion by Council Member David King; second by Council Member Alyssa Green; unanimous approval.
- Releasing Surety Bond No. 872535 for Garden Street Communities, LLC for Colonial Oaks Phase 7 following final inspection and a one-year maintenance agreement effective April 27, 2026–April 27, 2027. Motion by Council Member Kenneth Dukes; second by Council Member David King; unanimous approval.
- Declaring four vehicles surplus (two Ford Taurus patrol vehicles, one Ford Crown Victoria and one Honda Odyssey) for sale at public auction. Motion by Council Member Lelia Mitchell; second by Council Member David King; unanimous approval.
- Approving an agreement with the Alabama Department of Transportation for installation and maintenance of a boundary sign at the intersection of State Route 119 and County Road 22 ("Welcome to Montevallo"). Motion by Council Member Kenneth Dukes; second by Council Member David King; unanimous approval.
- Accepting a request from the Shoal Creek Park Foundation to place a memorial marker at the Shoal Creek Baptist Church Cemetery site and to construct two informational kiosks in Shoal Creek Park. Motion by Council Member Alyssa Green; second by Council Member Brandelyn Nelson; unanimous approval.
- Approving a conditional-use recommendation from the Planning & Zoning Commission to allow a duplex at 124 Commerce Street, subject to building permits and compliance with municipal regulations. Motion by Council Member David King; second by Council Member Brandelyn Nelson; unanimous approval.
- Confirming several board appointments, including Cairisti Britton to the Parnell Memorial Library Board and a slate of reappointments and an appointment to the Montevallo Housing Authority. Motions passed unanimously.
