Council places 10 incremental tranches of nonprofit inflation relief on reconciliation list

The Montgomery County Council voted to add a package of incremental tranches for nonprofit contract inflation adjustments to the reconciliation list on May 7, creating a path for the final budget to include more than the County Executive's recommended 2.5% increase.

Councilmember Will Giordano proposed targeting 7.5% in total (implemented as ten separate 0.5% tranches so the council could consider increments during reconciliation); the motion was seconded and the council approved adding the tranches to the reconciliation list unanimously. "I'm asking for 7.5% on this item," Giordano said, arguing the nonprofit sector faces lost federal funding and reductions in private giving.

Council discussion emphasized the sector's importance to county service delivery and the reality that the reconciliation list is competitive: several councilmembers acknowledged the tranches do not guarantee final funding but create the opportunity to pursue a larger inflation adjustment during reconciliation. Staff briefed the council that the County Executive's 2.5% proposal would cost about $4.4 million across county departments, and that each 0.5% tranche is roughly $801,000.

Community grants and cost-sharing pools were discussed alongside the tranches; the Government Operations committee also placed a $1.5 million nonprofit resiliency grant program and a $200,000 cost-sharing reconciliation request for the Charles E. Smith Life Communities Ringhouse on the reconciliation list.

Next steps: The tranches and related community grant items are on the reconciliation list; councilmembers said they will continue work to identify offsets and revenue options before final votes next week.
