The Greenwood Stormwater Board voted May 13 to approve a professional services contract with Western Engineers to update the city’s stormwater master plan and 10‑year capital program.
Bill Lieber of Western Engineers presented the firm’s scope and a task‑level estimate, noting that Western Engineers prepared the previous update and already holds much of the system data. Staff said the study will inform capital expenditures and watershed‑based improvements and that utility fees are set in part from the capital bank the plan supports.
The proposal presented to the board included a spreadsheet of hours and a not‑to‑exceed cost of $132,700. Board members asked whether the update included new projects; staff said the plan will set the capital tone for the next 10 years and will feed into budget assumptions. A motion to approve the professional services agreement with Western Engineers, with final terms set by the legal department and authorization for the stormwater superintendent to sign, was seconded and approved by roll call.
Staff said the prior full update referenced in packet materials amounted to about $146,000 and that the $132,700 proposal reflected a narrower scoped update. The board directed staff to return executed contract documents after legal review.
