The Chippewa Falls Common Council on April 21 approved a slate of capital, procurement and budget actions, most notably awarding the 2026 Street and Utility Improvement Projects to Haas Sons, Inc. for $2,687,898.15.
Council Member Tim Normand moved and Council Member Rob Kiefer seconded the motion to award the 2026 street and utility project contracts to Haas Sons. The roll call vote recorded Aye from Normand, Kiefer, Marr, Dixon, Nadreau and Monarski; the motion carried.
The council approved several other budget and procurement items during the 30-minute meeting. Highlights included:
- A motion by Rob Kiefer and Jody Marr approving a proposal from Ehlers — not to exceed $52,000 — to develop a long-term financial management plan and capital improvement planning process, with funding to come from reserves. Roll call: Aye — Kiefer, Marr, Hull, Dixon, Nadreau, Normand, Monarski.

- Purchase of a dissolved oxygen sensor for $3,200 to be paid from the Wastewater Operating Fund. Motion by Tim Normand/Paul Nadreau; roll call unanimous among those present.
- Approval to update the Wastewater Operator hiring range to $28.54–$33.70 per hour. Motion by Jody Marr/Tim Normand; roll call unanimous.
- Authorization of $500 to return print/copy devices related to switching to Rhyme Printing Services, with Utilities covering 20% and the remainder charged to the Data Processing Account. Motion by Rob Kiefer/Jody Marr; roll call unanimous.
- Approval of $3,060 for Red Oak Exteriors paid from the Pool Donation Account with remaining balance from reserves. Motion by Jody Marr/Tim Normand; roll call unanimous.
- Funding for wireless access point licensing and support to complete the Irvine Park Maintenance Building camera project, to be paid from remaining ARPA funds previously allocated for the camera project or franchise fees. Motion by Rob Kiefer/Jody Marr; roll call unanimous.
- Approval of an amended agreement with the Chippewa County Housing Authority for administration of the Community Development Block Grant (CDBG) program, pending review by the City Attorney. Motion by Paul Nadreau/Tim Normand; roll call unanimous.
Council members also approved routine applications and licenses (events at the Northern Wisconsin State Fairgrounds, Century Ride permits and temporary licenses, and a Knights of Columbus event) and passed two formal resolutions: Resolution #2026-11 (reassign up to $14,010.08 from the Pay Study account for additional holiday pay) passed with one no vote (Council Member Tim Normand) and Resolution #2026-12 (final plat of Summit Ridge) passed unanimously by the roll call shown in the minutes.
