Warren Soil & Water Conservation District board approves Strategic Plan, OKs cost-share payments and schedules budget hearing

Thomas Traylor, chairman, called the Warren Soil & Water Conservation District board to order at 7:30 p.m. on May 13, 2025, and confirmed a full roster of members and staff were present. The board approved the April 8 meeting minutes and the district financial report by unanimous voice votes recorded in the minutes.
The board scheduled a public hearing on the proposed 2025–2026 budget; Vickie Ryder said the final budget is set to be adopted at the June board meeting on June 10, 2025. The hearing and the scheduled June adoption are the next procedural steps on the budget timeline.
Taryn Thompson, the district coordinator, reviewed Division end-of-year deadlines and noted upcoming training dates for supervisors to earn required credit hours. Gary Holtzmann distributed the Coordinator’s newsletter and a copy of the Cost Share Program audit for 2022–2024 for the board’s information.
On a motion by Brandon Pernell, seconded by Brenda Collier, the board approved the district’s annual Strategic Plan for cost-share programs. The plan and annual Spot Checks are due to the Division by June 1, 2025, the board was told.
The board considered four Agricultural Cost-Share Program (ACSP) payment requests presented by Holtzmann: CS-93-2024-010-12 for $2,000; CS-93-2025-004-12 for $3,104; CS-93-2025-007-12 for $4,001; and CS-93-2025-008-12 for $630. The minutes record that the applicant for contract CS-93-2025-007-12 was a current board member; that board member abstained from the vote to avoid a conflict of interest. Charles Lynch moved to approve the requests, Shane Harris seconded, and the motion passed. The minutes do not record individual yea/nay counts for the vote.
The board also approved a $625 payment to cover student Araceli Recentes’ attendance at the Resource Conservation Workshop scheduled for June 15–20, 2025. Thomas Traylor made the motion to approve the payment and Charles Lynch seconded; the motion passed.
Holtzmann told the board a new district employee is scheduled to begin work on June 2, 2025. With no further business, Traylor adjourned the meeting. The board’s next regular meeting is set for June 10, 2025, at 7:30 p.m.
