Council orders a workshop on curbside trash rules after residents cite blocked sidewalks and persistent illegal dumping

A wave of public comments about trash, bulky-item placement and trash cans blocking sidewalks prompted the council to direct staff to prepare a workshop to clarify curbside rules and enforcement.
Resident complaints cited long-standing neighborhood practices (bagged clippings and brush at curb on collection days) and uneven enforcement. Bishop Wagner, director of environmental services and solid waste, told council the department is intensifying education, outreach and targeted pick-ups while seeking to curtail recurring illegal dumping. Wagner said brush and bagged clippings placed on sidewalks are not compliant with current ordinance and recommended landfill drop-off or scheduled bulky/brush collection as alternatives.
Council members urged care in how changes are implemented, noting many residents and lawn contractors have long relied on informal practices. Staff said they will coordinate with the city's public-information office, code enforcement and franchise haulers to draft a workshop that explains operational options, enforcement steps, and any rate or ordinance changes that may be needed; staff also said persistent illegal dumping currently requires initial warnings followed by citations for repeat offenders.
Council directed management to return with a workshop recommendation and a proposed timeline; no immediate policy change or fee adjustment was approved at the meeting.
