Will County moves ahead with fourth feed compressor; RFQ and $1 million FY27 request planned

Staff reported that the fourth feed compressor for the RNG plant has been purchased under a purchase order and that related electrical and oversight work will require construction and installation. Dave Hartke and Greg Comperta said the PO (and encumbrance shown in financials) was approximately $737,000 and that insurance savings this year freed funds to commit to the purchase.
Hartke said the project is progressing through engineering and procurement; an RFQ for the installation and construction work will go out later this year with a response timeline to be set so the county can install the compressor when equipment is delivered (anticipated October–November). Staff estimated a roughly seven-year ROI for the compressor installation but said contingency and final construction bids will refine the million-dollar installation estimate.
Committee members asked for an RFQ timeline and urged minimal delay between equipment delivery and construction so the county avoids months of downtime. Staff said they plan to include installation estimates in the FY27 RNG budget and will notify the committee if additional funds are needed before September–October procurement milestones.
No formal vote was taken on procurement beyond administrative encumbrances already recorded in the plant budget.
