Bluff planning commission continues zoning-code review, discusses zone-amendment fee

The Bluff Planning & Zoning Commission continued its review of zoning-code revisions and debated how the commission should route proposals for review. Commissioner Caitlin McLennan told the commission that she and Commissioner Marcia Hadenfeldt have started researching their assigned sections of the code; Commissioners Brian Whitney and Anne Brown planned a follow-up meeting to review their portions.
Whitney said his research into other towns — including Torrey — showed simpler zoning approaches with fewer categories. McLennan proposed defining commission review by land use (for example, routing utility-scale industrial projects to P&Z before building permits) instead of by type of structure.
Chair Malia Collins said she had followed up with property owners who asked last year about changes of use and led the commission in a review of the Zone Amendment Request Application, which currently carries a $500 fee. Erin Nelson said the fee is being evaluated for an increase as part of a proposed update to the Master Fee Schedule. Commissioners discussed whether to open a broader opportunity for zone changes if zoning categories are revised; the working consensus was that property owners may use the existing Zone Amendment Request Application while the commission completes its code review.
The commission set 'Zoning Code Review and Discussions' as the primary item for the next agenda and noted that several commissioners plan to attend a Utah League of Cities and Towns training on April 13 in Monticello.
