Shiawassee County approves Brownfield Plan for Reed Road redevelopment in Durand

At its Aug. 13, 2025 meeting in Corunna, the Shiawassee County Board of Commissioners approved Resolution #25-08-13 adopting a Brownfield Plan for the Reed Road Redevelopment in Durand under the Michigan Brownfield Redevelopment Financing Act (Act 381). The board’s vote to adopt the plan was 6-0.

The board opened a public hearing on the plan at 5:03 p.m. and heard background and project details from County Administrator Dr. Brian Boggs and staff from SEPD, including Justin Horvath and Samantha Mariuz. Sarah Kopko of Lionsbear Ventures also provided information. No members of the public spoke during the offered comment period; Commissioners Brodeur and Holzhausen also commented before the hearing closed.

The approved resolution finds the plan constitutes a public purpose under Act 381, states that the proposed method of financing eligible activities is feasible, and deems the eligible activity costs reasonable and necessary. The resolution notes the City of Durand reviewed the plan on Aug. 4, 2025 and passed a resolution of concurrence. The plan’s duration is estimated for twenty-six (26) years but, as noted in the resolution, shall not exceed thirty-five (35) years as permitted by Act 381.

The resolution requires notice to affected taxing jurisdictions and records that the county provided them an opportunity to comment on the financing plan. The board approved the resolution and the document will be filed with the county clerk as the official record of the board’s action.

The county did not receive any public objections during the hearing and the board’s approval authorizes county staff and the Shiawassee County Brownfield Redevelopment Authority to proceed with administration of the plan per the terms set out in the resolution and attached exhibits.
