Lindenhurst board approves Glenview 911 IGA, $64,200 outfall design contract and WGN ad; upholds denial of LEAP reimbursement

At its Jan. 13 meeting the Lindenhurst Village Board authorized joining the Glenview Joint Emergency Telephone Systems Board, approved a $64,200 engineering design contract for a stormwater outfall, authorized a $10,500 WGN advertising agreement and upheld an administrative denial of a $30,000 LEAP reimbursement request for The Links on Grand.
The Lindenhurst Village Board on Jan. 13 voted to join the Glenview Joint Emergency Telephone Systems Board and approved several contracts and routine financial items during a meeting that ran from 7:00 to 7:45 p.m.
Under Ordinance 24-1-2307 the board authorized execution of an intergovernmental agreement with the Glenview JETSB. The IGA designates the Village of Glenview as the repository for E911 fee revenues; as a member Lindenhurst may request disbursements for dispatch and communications expenses. The board named Village Administrator Clay Johnson as Lindenhurst’s representative, with Commander Eric Seneca designated as alternate.
The board also authorized a Baxter & Woodman Natural Resources agreement not to exceed $64,200 for engineering design services to repair the Rose Tree Lane stormwater outfall. Village staff said they are coordinating with the Lake County Forest Preserve District and the Lake County Stormwater Management Commission and have requested grant funding of up to $695,000; the design-service cost will be split with the forest preserve.
Trustees approved a WGN Radio advertising agreement for up to $10,500 to participate in the broadcaster’s “Your Hometown Series,” which will include live interviews, custom video of community sites and 80 thirty-second commercials the village may reuse for outreach.
The board also considered a request from the owners of The Links on Grand for $30,000 in Lindenhurst Economic Assistance Program (LEAP) funds to reimburse tenant build-out costs. Although staff found the documentation and owner investment sufficient, the application was out of compliance because of when it was submitted; the board upheld the administrative denial after discussion.
Routine business approved during the meeting included acceptance of the Dec. 9, 2024 minutes and the Treasurer’s Report showing total funds of $17,264,160.49 as of Dec. 31, 2024, and approval of the first set of January bills totaling $1,076,640.69. Most roll-call votes reported in the minutes recorded five trustees voting Aye (Dunham, Chybowski, Suchy, Rosten, Grace) and none opposed.
In staff reports Police Chief Tom Jones thanked participants in the Shop with a Cop program and credited Officer Splitt with coordinating the ERIN program holiday meal distribution, noting a food donation from Jewel, Gurnee. Chief Jones said county permitting for a license plate reader was approved in July 2024 and village staff have submitted to the Illinois Department of Transportation for final approval, a process he said can take about 9–13 months.
Mayor Dominic Marturano said he attended a Metropolitan Mayors caucus where members discussed lobbying for Local Government Distributive Fund (LGDF) dollars. Village Administrator Clay Johnson noted that the Streetscape open-house dates and times were posted on the village’s social media channels.
The board appointed Lindenhurst resident and veteran Russ Hoogerhyde to the Veterans’ Memorial Commission for a term ending April 30, 2025. A resident later thanked Chief Jones for participating in the Honor Flight welcoming committee. The meeting adjourned at 7:45 p.m.
