Tazewell County IDA approves letters of support, ranks four VCEDA seed-capital applicants

The Industrial Development Authority of Tazewell County on April 8 approved letters of support for four applicants to the Virginia Coalfield Economic Development Authority (VCEDA) Seed Capital Matching Grant program and established a contingency ranking of the applicants.
The board moved into executive session under Virginia Code §2.2‑3711(A)(5) to hear presentations from VCEDA Seed Capital applicants and discuss prospective business projects. After returning to open session, the board certified compliance with the Virginia Freedom of Information Act and voted 5–0 to issue letters of support for Big Blue Art, LLC; Seagull Seafood, LLC; Wimmer's Woodlands; and Kandi Kakes, LLC. The board also provided the ranking the IDA would submit to VCEDA if a ranking is requested: 1) Wimmer's Woodlands, 2) Kandi Kakes, 3) Big Blue Art, 4) Seagull Seafood.
Chairman Kyle Hurt presided; the motion to approve the letters and ranking was made by Rick Chitwood and seconded by Mack Payne and adopted by a vote of five in favor and none opposed. Treasurer Melanie Protti‑Lawrence participated by phone after the board voted to permit her to listen remotely, but IDA counsel Brad Pyott stated remote participation did not permit a vote.
The action follows a closed‑session review of multiple seed‑capital applicants and several project updates the board considered in executive session. The board’s certification after the executive session affirmed that only topics identified in the motion to convene the closed meeting were discussed.
The IDA did not disclose grant amounts or details of the applicants’ proposals in the open minutes; those materials were considered during the closed session. The board’s next meeting is scheduled for May 13, 2026, at 2:00 p.m.
