Administrator Rich Leboeuf’s recommendation to purchase resident living room furniture and dining tables from Concordance for $66,311.83 carried unanimously (Chandler/Parker, 3‑0). DPW Director Will DeWitte’s recommendation to award the dump truck with plow to Grappone Ford for $87,706.72 was also approved unanimously (Parker/Chandler, 3‑0).
The board opened bids for other projects but did not award them at opening: MVC irrigation (low bids included Capital Yard Works $40,575 and Lakeside Landscaping $43,450; one high bid listed at $172,554.23), farm building removal (low bids ranged from $37,800 to $202,210), and a multi‑building HVAC project (bids listed of $369,275 and $406,000). Public commenters raised procurement concerns: Fred Cain criticized buying a diesel lawnmower and a gas‑powered dump truck as ironic, and Dallas Emery said the maintenance‑garage RFP was vague and that Cobalt did not attend the mandatory site visit.
