Reverend Peter J. Spann, introduced during the May legislative public hearing, testified about his background and his interest in serving on the Howard County Human Rights Commission. "I have a lifetime of working with those who are disenfranchised and protecting the civil liberties of others," Spann said, describing his work as a pastor in Washington, D.C., and his legal work representing low-income tenants facing eviction.
Spann told the council he has lived in Howard County for nearly two decades, has raised a family in the county and participated in local leadership programs. He cited housing-justice work through community legal services and volunteer roles, including coaching youth sports and participating in local nonprofit activities, as part of his public-service record.
His nomination (Council Resolution 40-2024) followed supportive public testimony from a community member who described Spann as compassionate and capable of serving people with disabilities and other marginalized groups. The council did not record a vote during the hearing.
