Pecos council approves $72,000 design amendment for new council chambers

The Pecos City Council on May 14 voted to approve an amendment to the council chambers design contract with Park Hill, authorizing additional architecture and design work to incorporate increased technology, an expanded lobby and interior changes meant to improve acoustics and public access.
Assistant to the city manager Griffin Whelan introduced the amendment (Resolution 26‑O5‑03 R) and said the in‑kind land match and grant procedures discussed earlier were unrelated to this item. Park Hill senior associate Luke Quaidy and designer Jose Dela Centros reviewed updated exterior and interior renders and said the firm had reworked the design after staff and council feedback. Park Hill told the council the amendment reflects additional scope after the design was roughly 70% complete and that the firm’s fee would increase by about $72,000 to cover rework and added coordination with IT and AV contractors.
Councilors asked about egress, acoustics, seating capacity and whether carpeting would be used to improve sound. Park Hill said the updated scheme increases the lobby to accommodate overflow and provides multiple large sliding or partition doors to allow the chamber to open into the lobby during large meetings. Park Hill estimated 6–8 weeks to complete bid‑ready plans and said construction could take roughly 12–14 months depending on market conditions.
A motion to approve the amendment was made, seconded, and carried.
What’s next: Staff will finalize plans and proceed to bid the work in the coming months; if additional material or finish choices are requested, Park Hill will return with revisions and updated cost implications.
